David is the President and Chief Executive Officer of the Minnesota Private College Council, Fund, Research Foundation, and Partners for Education Opportunity. He has more than 30 years of state government, higher education finance, fund raising and college administration experience. Dr. Laird is considered a national expert on higher education financing and public policy. He is a frequent speaker to national groups and workshops on these topics. He works closely with the Governor's office, the Minnesota Legislature and members of Congress and executive branch representatives as they chart state and national higher education policy.
